A Discreditable conduct charge against a Guelph Police Constable has been stayed due to a jurisdictional oversight made by the Guelph Police. At a hearing this morning, a stay of proceedings was ordered and Constable Neil Moulton was officially free of the discreditable conduct charge against him. The charge comes in relation to a voicemail that Judy Somerton received from the Constable last spring that she perceived to be threatening. The Guelph Police Services’ Professional Standard Branch then investigated the incident leading to the charge. The stay in proceedings was brought forward after the Police failed to notify Moulton about a time frame of a hearing to answer the charge. Moulton has been with the Guelph Police Service for the last 17 years and continued working in his post while defending the charge against him.
